WILLIAM J. FREED
President & CEO

William J. Freed leads FREEdLANCE and has been involved in applying cutting-edge technology, systems improvement, and quality management to career and workforce development initiatives for over a decade. He is a regular speaker at national career and workforce development events and conferences.

Mr. Freed has worked in a range of private sector, government, and non-profit settings including: the Iacocca Institute/Discovery Center at Lehigh University in Bethlehem, PA where he directed and managed $2 million in national demonstration programs; the Private Industry Council of Lehigh Valley, Inc. as planning & quality improvement manager where he managed and directed the planning, contracting, and quality improvement department of the $10 million organization and managed the PIC board of directors program planning and evaluation committee; Associates for Research & Behavior (ARBOR) Inc. of Philadelphia as the director of program development where he directed and managed the development of a nationwide chain of $8 million in private for-profit education and training programs under contract with private sector employers, state, and local governments; Goodwill Industries of Pittsburgh where he was promoted into several positions and led national best practice designated programs; and the Center for Social & Public Policy at Duquesne University as an instructor and project manager.

He is an active member of the: American Counseling Association; National Career Development Association; National Alliance of Workforce Development Professionals; American Society for Quality (formerly ASQC); National Coalition of Advanced Technology Centers; National Alliance of Business; Business Quality Partnership of the Manufacturers Resource Center/NIST; Regional School-To-Work Joint Action Team; The National Employment Counseling Association, and the 1997-1999 President of the United States Junior Chamber of Commerce, Bethlehem, PA Chapter.

In addition, Bill has recently served relevant leadership advisory roles with the: Allentown Economic Development Corporation/Bidgeworks Enterprise Systems Center (Business Incubation Concern); Boy Scouts of America Exploring Program; Pennsylvania Partners/ SDA Quality Improvement Group Designer and Coordinator; Community Services Network/Even Start Family Program; and Two Rivers Area Chamber of Commerce Economic Development Committee.

As a team leader, he has spearheaded several initiatives resulting in national and local Malcolm Baldrige based quality awards by The Enterprise and ASQC in career and workforce development, as well as best practice designations by USDOL Reports. Mr. Freed earned his master's degree in social & public policy, with a concentration in workforce policy, assessment, and evaluation, from Duquesne University. He also received his bachelor's in sociology from Duquesne University. Mr. Freed is a nationally certified Career Development Facilitator Instructor, from the Career Development Training Institute at Oakland University, Michigan, a Certified Workforce Development Professional (CWDP), and America's Jobs Network Endorsed Workforce Investment Peer Trainer (Baldrige Quality Model, Quality Tools and Techniques, and Continuous Improvement), and a Certified Workforce Development Professional with the National Association of Workforce Development Professionals (NAWDP).

He is an Advisory Group/ Advisory Council Member to: Career & Workforce Development Center ~ East, YMCA of Homewood; Duquesne University, McAnulty College and Graduate School of Liberal Arts, Office of the Dean; and Urban League of Pittsburgh, Urban Youth Empowerment Program.



SCOTT ALBERT
Scott Albert joins FREEdLANCE as a WDPN Enhanced CDF Co-Instructor. His experiences include creating and directing the job development program for US Probation of Western Pensylvania, coordinating job readiness services to Allegheny County SPOC clients, teaching computer and workplace skills to adult students at Goodwill Industries of Pittsburgh, managing the Training, Inc. program at the YWCA of Greater Pittsburgh and offering professional development to businesses and organizations including the Pennsylvania Office of Vocational Rehabilitation, The Urban League of Pittsburgh, Campos Market Research and displaced staff of Ferro Corporation. Mr. Albert received his BS in Secondary Education from Duquesne University where he graduated Cum Laude. He is certified as a Global Career Development Facilitator with a specialization in Offender Workforce Development Services. Mr. Albert also holds a license to teach High School English in the State of Pennsylvania, Microsoft Office Certification in MS Word, Excel and PowerPoint, and IC3 Computer Certification. He founded Workforce Development & Educational Services in July of 2005 and still serves as that organization's CEO.

LAURA JAMES-BUTERA
Laura James-Butera earned a Bachelor of Science Degree in Business Administration from King's College and a Master of Science Degree in Human Resources Administration from the University of Scranton. With a vast array of experience, Laura's previous employers consist of Aventis Pharmaceuticals, Dun & Bradstreet, Buena Vista Hospitality Group and ITT-Entertainment Division. Most recently, Laura was responsible for leading human resources activities with her client groups both nationally and internationally. Her internal client base consisted of Finance, Legal, Communications, Public Health Policy, Human Resources, Patents, Corporate Development and Information Solutions/ Technology. With over 15 years experience, Laura has also extended herself in her community by leading change and diversity as sit sat on the board of directors for the Bethlehem Junior Chamber of Commerce, Lehigh Valley Hispanic American Organization, and the NEPA Junior Achievement. In addition, she sat on the Advisory Board for the Hispanic Business Council, served as VP and later President of the Bethlehem, PA Junior Chamber of Commerce and VP of the Hispanic Organization of Leaders for Actions. A few years later she was the recipient of the Jackie Robinson Award for her inclusion/diversity initatives-two consecutive years. Laura is also a member of the Society for Human Resources both locally and nationally, and a member of the Global Society for Human Resources. She is certified to teach Effective Selection Interviewing, Career Development, in addition to over 200 courses offered through Zinger Miller*. She is also a trained Lominger Career Architect facilitator. Laura has experience in teaching diversity/inclusionary classes, employment law, talent management, succession planning, global strategic HR practices, foundation skills for management, performance improvement, coaching skills, SMART goals, how to create a professional development plan, how to investigate claims of discrimination, etc.

HOWARD SPLETE

Howard H. Splete-Ph.D., LPC, NCCC, Professor Emeritus-Oakland University. Dr. Splete has received degrees from St. Lawrence University, Syracuse University and Michigan State University. He has been a teacher and counselor at all school levels for over 30 years. Howard has been a career counselor in schools and private practice and has developed and coordinated adult career counseling centers.

He has authored several books and articles in the fields of counseling and career development including the Career Development Facilitator Instructor manual. Dr. Splete was instrumental in developing the Career Development Facilitator Curriculum and has been very active in training instructors of this curriculum.

As a university professor at Wayne State University and Oakland University, he promoted the use of career development materials in schools and community agencies. Dr. Splete has served as a consultant to the U.S. Departments of Education and Labor and state departments.

A past president of the National Career Development Association, he has presented at national and international conferences in Poland, France, Japan, Singapore and Canada. He has also trained over 200 Career Development Facilitator Instructors and over 40 Career Development Facilitator Instructor Master Trainers.
